A Voltmeter is always connected in
parallel to the element across which the voltage should be measured as shown in the below figure. It is due to the fact that the voltage is constant in parallel circuit. A voltmeter should have very high impedance to get the accurate value of the measured voltage. The higher the impedance of the voltmeter the higher is the accuracy of the measured value. If such an instrument having high impedance is connected in series with the circuit it will result in nearly open circuit as it allows only small current though the meter.
